Car insurance in Israel is based on different parameters to insurance in other countries, often causing confusion for new immigrants who have recently made Aliyah. While the basic concept of car insurance remains consistent, there may be subtle nuances that are unique only to Israel.
There are three categories of Car Insurance in Israel:
- Bituach Chova – Compulsory Car Insurance
- Bituach Makif – Comprehensive Car Insurance
- Tzad Gimmel – 3rd Party Liability Insurance
(Compulsory Insurance) is a legal requirement, and the cost is determined by the type of vehicle, age of drivers, accident history, car safety features and usage. Bituach Chova offers unlimited liability coverage for bodily injury to the driver, passengers and pedestrians that may be involved in an accident. Each car covers its own passengers irrespective of who is at fault.
(Comprehensive Insurance) covers any damage to your vehicle and any 3rd party vehicle up to the sums insured specified in your car insurance policy. It also covers any depreciation on the market value of your car as a result of damage caused by an accident.
(3rd Party Insurance) only covers damage to a 3rd party. It does not cover damage to your own vehicle.
When purchasing Bituach Makif or Tzad Gimmel with Joffe Jankelowitz Insurance Agency, roadside assistance and towing services, replacement car coverage and windscreen cover, is automatically included.
Car insurance premiums can be reduced based on the following:
- Whether or not the car is driven on Shabbat
- The number of people insured to drive the car- fewer drivers reduces the premium
- Number of claim-free years of driving
An Oleh Chadash, Toshav Chozer (returning citizen) or tourist who has had car insurance in another country, should obtain a letter from their overseas insurer stating their claims history for the last three years, this will help reduce the premium significantly.
How to make a claim
Report the accident within 24 hours to our Claims Department
In the event of a car accident to contact the necessary emergency services in in the event of injuries
Police – 100;
Ambulance – 101;
Fire – 102
During office hours, contact our Claims Department 03-929 2779 for guidance on what to do and exactly which details to collect.
Immediately make note of the date, time and place of the accident.
Do not admit liability, sign any documents or hand over money to the other party.
If possible, take photos of the scene of the accident and of damage to the vehicles. Write down a brief description of what occurred, which will aid you remembering the details when it comes to making your claim.

- Name of Owner – if different to the driver at the time of the accident

In the event that the police were called:

If roadside assistance is needed:
Check your policy to determine which roadside assistance/towing service to use.
If the vehicle must be towed after the opening hours of the mechanic, we recommend that the vehicle be towed to the secure lot of the towing service (usually incurs a fee) and then have it towed to the mechanic the following morning.
In the event of a broken window:
Check your policy to determine which windshield replacement company to use.
It is important that you have the window replaced immediately as your insurance policy will not cover theft, vandalism or damage to the vehicle if the window is not replaced. Our Claims Department 03-929 2779
In the event of lost or stolen car keys:
The incident must be reported immediately. Your car insurance policy will not cover car theft until the keys and remote unlocking system have been located or the locks of the car have been changed.

Theft of vehicle or any part thereof, including radio, must be reported to the nearest police station immediately.
In the event of minor damage, contact our Claims Department to determine whether it is worthwhile to proceed with a claim.
In the event that you would like to close the matter without making a claim, contact our Claims Department to ensure that you proceed correctly and sign the 3rd party on the necessary forms that will close the matter.
